The Consultation Statement has been prepared to fulfil the legal requirements of Part 5, Section 15 of the Neighbourhood Planning (General) Regulations 2012 by:
(a) detailing the persons and bodies who were consulted about the proposed neighbourhood development plan;
(b) outlining how these persons and bodies were consulted;
(c) providing a summary of the main issues and concerns raised;
(d) reviewing how these issues and concerns have been considered and, where relevant, addressed in the proposed neighbourhood development plan.

Following recommendations in the Independent Examiner's Report the final version of the Consultation Statement is attached.
The 2011 Localism Act has given communities a new right to draw up a Neighbourhood Plan. This right is aimed at giving local communities genuine opportunities to influence the future of the places where they live. Decisions on planning applications must take account of neighbourhood plans.

The Basic Conditions Statement has been prepared to accompany the Neighbourhood Plan. It explains how the proposed Neighbourhood Plan has been prepared in accordance with the Neighbourhood Planning General Regulations 2012 as amended by the Neighbourhood Planning (General) (Amendment) Regulations 2015 (The Regulations) and how the basic conditions of neighbourhood planning and other considerations as prescribed by Paragraph 8 of Schedule 48 of the Town and Country Planning Act 1990 have been met.

Harborough District Council with the agreement of Scraptoft Parish Council appointed an independent examiner Dr Angus Kennedy to review whether the Plan met the Basic Conditions required by legislation and should proceed to referendum. The Report concluded that subject to making the modifications proposed by the Examiner the Neighbourhood Plan meets the basic conditions set out in the legislation and should proceed to a Neighbouring Planning Referendum. The date on which the Referendum will take place is agreed as Thursday 11 February 2016.

The Neighbourhood Plan was 'made' and therefore adopted on 11 March 2016. This was a delegated decision (signed off by the Director) following previous Council's decisions for the Referendum. The final decision statement with information is available at (see link) and also at Evington Library
